Mega Ditto should automatically transform into any mega that the opponent has on their team. If they have multiple pokemon with mega stones but none have mega evolved it should just choose one at random.

It would be used to scout which opponent pokemon was holding a mega stone. This could be played around by giving multiple pokemon mega stones so that mega ditto can't accurately predict which one you'll mega evolve.

There's really no point to a mega ditto unless they decide to give it a 100 HP boost. Giving it a Megastone also removes his primary function as a revenge killer, since he won't be able to use a scarf as well.
The "transform into the mega of a non-mega opponent" is stupid as fuck. You're using a mega slot to turn into, essentially, a random mega. On the other hand, you can just use a regular mega, and a regular Ditto to transform into another mega (with the benefit of an item).
