I do, because while red Pandas are not part of the ursidae family it is clear by the name of the Pokemon in multiple languages that it is intended to be a bear.
English is obvious, pun on wear, beware, and bear.
Japanese is a pun on Kuma.
German references Ursus.
Similar to Ursaring, it is blatantly a bear type Pokemon by the name and look alone. But not necessarily stated anywhere in the Dex as a bear.
