I like to think of it as a Porygon that's been freed from the strictures of its programming. I imagine the Dubious Disk has kind of made it able to be more of a free spirit. Much in the same way a firewall can limit what you can do on your PC, I think Porygon's programming stunted its ability to "be a real boy/Pokemon" and the virus freed it from those limits.

This comes at the cost of being more erratic, but I like to think he's just quirky.
