I wouldn't mind that if all the champions from other regions showed up as well, since only the Kalos champion as the representative would be dumb.

Or even just have Ash go into a region with no league and just deal with Pokemon, no set goal to conquer gyms and beat the league, just fighting great trainers across the islands and finding all kinds of unique pokemon.

No you can't, have you not paid attention to the gyms at all in the past two Gens? Gyms havemt been the exact same building since Gen 4 (with the exception of ORAS since those are remakes) and have instead been very distinct and extravagant buildings unlike any other building in a town.
