Well, Slaking is pretty much Ash's Hawlucha's counter, and Clawitzer is pretty much one of his most dangerous mons purely because it can outspeed/outmaneuver his fastest mons barring Greninja and can take out two of his mons with Ice Beam, so yeah, there is some thought with it. However, I believe they choose it more on the rival's aesthetic, for example Alain having dark and edgymons/super strong Pokemon. I am still expecting Bisharp from the guy for his BW mon representation.
