Why are leaders expected to be involved with local politics? BW set that precedent, but before that most of them were just the most powerful trainers of a type in their region/town. Might as well be asking why random NPC #24 who tells you about how potions work doesn't try to stop the enemy team.

Even if they weren't involved in political stuff or whatever, don't you think that they, the gym leader of their own town, would want to protect their own home and everyone they know from danger? You said it yourself that they are the strongest trainers in their town/region so why not get the trainers training under them in the gym and go in and take out the baddies that's hurting their home?

Most of the time you only see them in the league and that's it. Anyway, there's some precedent for gym leader/Elite 4 involvement before Unova: Lorelei in FRLG returns to her home on that island to protect the local Pokémon from Team Rocket; the Electric gym leaders of both R/S/E and of D/P/Pt had a hand in planning and managing their respective towns' infrastructure; and Jasmine takes care of her city's lighthouse.

They stole the Dig TM, the Sliph Scope, and did some illegal fossil trading. Other than that, their business was selling rare Pokémon (which they might have bred or caught for all we know), and operated a casino, presumably to launder their money.

I went through the whole script, not one mention of Team Rocket stealing Pokémon, nor any Rocket members threatening to take yours away.
