The only region that goes overboard with its Japanese theme is Johto. Kanto should be left alone because it was the first generation and a lot of things were still unestablished. It's the black sheep of the Pokémon world. Hoenn has barely anything japanese in it; it's got more Greek lore than Japanese, actually. Sinnoh only has a little shrine and that's it. Unova started exploiting it's NYC theme a bit more, but the region is very varied so it's still subtle. Then Kalos started with a lot of French shit that made me think "We get it guys, Kalos is based on France", and Alola is looking even worse in that aspect. It's looking like a rendition of Hawaii à la GTA; the exact same shit, only smaller.

I'd say that we're more about the people and the places than the animals. We're better represented by locations and cultures than animals (apart from a few, like the eagle and buffalo, as you mentioned). You could certainly create a region with a strong American identity, it would just depend on the depictions of the towns and people. I think that Unova is actually a good example of this. They did a very good job in my opinion of capturing the New York "character" (I'd know, I live there) even if there weren't something as distinct as a lei Pokemon to represent Hawaii.

Cofagrigus is from the fact that New York for nearly 100 years had Egyptian history museums that have attracted a ton of visitors. Mummies, curses, all that shit has been a big deal for museums in New York, the only museum attraction that's bigger being art museums, and unless you want a Jackson Pollock pokemon, a sarcophagus is good too. Also Yamask is based on Death Masks, a custom that was done all over the world in various cultures. Cofagrigus is definitely Egyptian based but it's an extension of the Death Mask, the next step in honoring the dead beyond preserving their face is a lavish burial.

As for New York mons, how about a literal crossing guard (Watchog), construction worker (Gurdurr and Conkeldurr), thugs (Scraggy and Scrafty), thieves (Purrloin), club singers and dancers (Meloetta), pigeon (Pidove), trash (Trubbish), along with native animals to America (eagle, vulture, buffalo) and references to attractions in New York like how there are Kaiju mons (Volcarona and Hydreigon) to harken back to how New York was the original movie powerhouse city.

Unova is full of references to New York. So Alola should do the same for Hawaii.
