Ice type should just be unaffected by accuracy drop and opponent's evasion altogether.
Considering other typing got its own immunity. Fire-Burn, Grass-Spore Moves, Ghost-Trapping/tagging, etc.

You fail at understanding the Hail's problem.
All the other weather types lets you build relatively balanced teams since a lot of pokémon can either take advantage of the weather, or at least be neutral to its effects.
Hail on the other hand puts any non-Ice type at a disadvantage, and using a Hail team is nearly the same as using a mono-Ice team, and your suggestion would only make that even more true.
Hail needs to be a bit more welcoming so you can actually have team mates to support your Ice mons.

Why aren't dark Pokemon damaged by harsh sunlight or flash?

Hail shouldn't effect them, but I think they should do this:
Rain dance: damages fire and rock
Sandstorm: reduces accuracy 2 stages unless immune to stat loss
Sunny day: damages dark type weakens dark moves
Hail: doesn't damage fire or steel, bonus damage to rock and grass and flying
