When Charizard got 2 megas that was pretty much it for me. There is no reason to elevate it above Venusaur and Blastoise. At least in Greninja's case its because ash owns the pokemon and not the other two.

I think TPCi and GF in general do have a Charizard Bias though. Even in the TCG, it was the strongest card in the base set and has just as many Megas and Ex forms in the current rotation as Fug at this point.
