At least in GSC. Falkner had Mud Slap which would fuck up your accuracy if you planned on saving your flying-type slot for a Crobat or something. Bugsy had a fucking Scyther at such a low level in the game.

I think most of Johto's gyms had fantastic strats for npcs. Like you said Falkner would beat anyone using a weak rock/electric type by using mud slap, it also fucked with fire types, not to mention the acc lowering.
Bugsy would spam Fury Cutter and most people fighting him the first time would have a hard time grasping why Scyther was dealing so much damage. Whitney's Miltank doesn't really need an introduction, Attract, Rollout, Milk Drink and Stomp on such a fast, hard hitting and bulky pokemon was deadly. Morty had Hypnosis+Dream eater spam, Chuck would put you to sleep, use mind reader and then Dynamicpunch, not to mention the great coverage it had with surf. Jasmine would use sunny day to neuter weak water attacks, screech to lower your defenses and then iron tail. Pryce and Clair dropped the ball.

The real question is whether or not it would have Double Kick that early. Nidoking gets no moves once it evolves. In HGSS, it gets like, Megahorn at 60. That's it. It would have to get it as a Nidorino, and I'm to lazy to go see when that happens.
