If its gimmick is prevalent (ie: it changes sheets and wont just have a Pikachu sheet always), it's pretty telling it won't evolve.

It's incredibly easy to determine if a Pokemon will or wont evolve just by looking at it and doing some research. Things like Cutiefly, Yungoos, Pikipek, Salandit? Those are very obviously going to evolve.

Bruxish, Drampa and Togedemaru though? Not likely. Again we have to see more, maybe some footage and website clarification.
