Well they aren't "broken" in the sense that they're glitchy or anything, but their posing looks really bad because every Flying-type, except a few, was forced to be put in a flying position whether it looked good because Game Freak wanted to add Sky Battles (and the few Flying-types that didn't get said treatment can't participate even if they can learn Fly).

Pokémon never had a consistent art style, and Digimon only has consistent designs. It is possible, but it hasn't happened.

Pokémon have gotten more detailed in their designs over the years, though. I'd never call a Pokémon "overdesigned" except a few Megas like M-Aerodactyl, but compare Gen 1/2 Legendaries to later Legendaries, there's a pretty clear difference between Lugia/Ho-Oh/Mewtwo and Giratina/Kyurem-White/Lunaala. The latter aren't bad, or "Digimon-esque" but they're definitely more detailed in their designs.
