Pokemon generally stay the same, but there's usually 1 or 2 new mons that'll appear. You can also find crazy stuff using a Lure Module or Incense.

I had a Venusaur chilling outside my house one night, so that's proof enough that at least one mon per day will be different.

Well, since the serb crash, nothing's working. Pokemon aren't popping up anymore, the pokestops and gyms nearby are all unloaded, and the game itself crashes in certain intervals.

Hatching eggs gives a lot of EXP and of course catching new pokemon. The rest falls into the category of grinding for me (pokestops give +50, training at your own gym gives between +10 to +200) but that is all too slow.
