/vp/, let's play a game. In this chart we have all 54 legendary pokémon up until gen VI. You have to vote for one of them and see who is /vp/'s best legendary.
This is the pre-round, that means 10 pokémon will go to the next round in advance because there is no space for everyone.
From the next 10 groups, you have to choose one pokémon from each of them. The 10 pokémon with more votes will pass inmediately to round two.
