If it extends to clones of the move of different types, Togekiss might be able to pull off a set with Ominous Wind.

For Pokémon without Serene Grace, I think it is still too swingy to use as a viable strategy, and I doubt the buff would make any user of the move more viable than it is already.

Water Pokémon would probably go back to running Surf over Scald if it had only 10% to burn. Defensive Water types would get slightly worse. A few Pokémon would be no longer viable, such as Alomomola, who would now get easily beat by most physical attackers.

The buffs wouldn't do much, probably nothing would rise in viability. Matches would turn more swingy than they are now, though, so I would dislike this change.

Not a big change most of the time, since if you can hit Pokémon super effectively you will probably be able to at least two-shot them. A big nerf to Scald, since it will now be able to only reliably burn Ground and Rock types, which would probably mean Surf is the more attractive option again.
