Electivire and Dusknoir I put in the mixed category because they are often seen as disappointing design wise and weak in battle, with Dusknoir even getting outclassed by Dusklops.

Magnezone is good in battle, but it's design is not universally popular. Gallade is fine, too, but I remember people disliking it because it seemed unneccessary at the time and further casts Gardevoir into it's waifu role.

Glaceon and Leafeon are to my knowlege the least popular eeveelutions, and as such sort of disappointing, but they are still eeveelutions so they are popular relative to other Pokémon.

I don't really want to get into it, but as far as I can tell it's main draw is Technician STAB Fake Out, which is super predictable and easy to play around.

Ambipom is most well known in competitive play for being in a very low tier, but still generally being judged as placed too highly for it's actual use in battle.
