I could agree with that, though Ghost is also a contender for consistently strongest designs.
Until gen 5 Scyther, Scizor, Yanmega and to a lesser extent Vespiquen were the only bug types I considered good. I've only recently come around to Heracross
As someone who doesn't care for most bug designs, I'd say it's more that there's usually several bug lines each game and bugs get varied designs unlike water types, so there's always a high probability there will be at least one design a specific type of person will like. That's the case for me at least.
