Fairy is more of a secondary nature type alongside grass without being plants. It maybe rough-looking but the design screams "traditional nature" without being a plant. Which is why Fairy fits.

The problem to me is that I can't see it using ANY Fairy Move.

Draining Kiss? Fairy Wind? Baby-Doll Eyes? Play Rough? Disarming Voice?

Even Moonblast and Dazzling Gleam feel like a stretch.
