Old is a just a motif of the design. Something can be old and cutesy. I can't think of any Pokemon example but Drayden is a character whose gimmick is that he's an old mentor figure but he's also clearly meant to be a cool-looking badass. The traits aren't independant of each other. You can tell the intention is for it be considered because of it fluffy aspects, light color scheme, and smooth details on its head. Those are aspects of what make something stereotypically cute, as opposed to sharp edges, scales, dark colors, etc. Whether you think it IS cute is another issue entirely but the intention of the design seems pretty clear to me.

Flawed design? Nah, not really. It's not my cup of tea but I've seen worse Dragons (Druddigon, for one). This thing, along with problematic fish and the middle stage of Grubbin are infuriatingly terrible but the other mons are good and there are definitely gonna be some awesome designs that save the rest of the dex.
