Take 10 off the HP and 15 off attack, take 10 from special attack and put it into speed then you've got your regional bug. It looks awesome, but it's not going to be great.

Scolipede's base stat in attack is exactly 100. And in BW it was less.

Also in BW the venipede line isn't met until pinwheel forest, where it's found at level 15 - you have to beat the second gym to even encounter it. Suggesting that the venipede line is similar to a route 1 shitbug line like burmy, wurmple, grubbin, caterpie or beedrill is redundant.
