Well, Eevee has yet to evolve via knowledge of a specific move. But it can't just any move. It has to be one that Eevee couldn't learn normally. And since this is a Flying type eeveelution we're talking about, it had to be Flying type move. Why Flying Press specifically?

Because it was either this, or Aeriel Ace. Flying Press just felt more fresh. Plus, if a Pikachu can learn Flying Press(even if it is special), then Eevee can to. How would it learn it? By tutoring from a specific NPC.

Besides, the thought of an Eevee using Flying Press would be so adorable. And it fits with how some bats eat bugs.
