Its on purpose, furfags at GF design furfag pokemon for furfag players.

It's not some huge fucking conspiracy, of course they're going to see that some people are into that, in fact a large amount of people on the internet are. And if they can tap into that market a bit, they probably will. But it's not going to be a focus or anything, and they're certainly not going to let the average soccer mom in on their furry pandering.
Gardevoir was probably by coincidence though, and Lucario is just something they thought kids would love, and apparently it worked.

I think they intentionally design some Pokemon to be appealing in a cute way which would naturally be construed by people who like that sort of thing as attractive

What else could they have in mind when designing a mon like Lopunny, really

Like most American artists are aware of furry art I'm pretty sure japanese artists, especially those tied up in pokemon are aware of kemono art.

They do know about it.
In fact, they told Rule34/Paheal to change their tags in order to avoid showing their page as the first result when someone searched for pokemon.
That said, I don't think Gardevoir and Lucario were made for that intent.
Gardevoir was supposed to be just graceful and elegant, Wally's gardevoir is even hard-coded to be male in R/S/E.
Lucario is just like greninja. They were just looking for a new mascot and they gave it a try.

As for lopunny and braixen, those are fairly obvious.
One is a slut bunny that uses next to nothing on her mega-evolution, and the other is a "magic girl" stereothype that acts all cute and "kawai".

I can only imagine what they would do next.

Mega Lopunny and Braixen's appearance in Pokken were definitely for furry appeal but other than that I decay.

Consider what the inverse would be: Deliberately designing things to NOT appeal to furfags. That would mean designing something to be UNAPPEALING. When you are trying to sell something, making it undesirable on purpose is just setting yourself up for failure.

So it doesn't really matter whether they're doing it on purpose, or it's just a result of them trying to make something that will sell. In the end, it's not going to change anytime soon.
