It's 53 episodes where she supposedly actually grows, it's the camp where aspects of her character begin to actually be established and her eventual goal is shown.
21 is where that goal is hinted at, but nothing is actually LEARNED about her character, just that her fox is a prissy bitch who hates being dirty and before that the only thing she did not directly related to her nostalgia was the Ryhorn race which is THE only bit of her character truly seen until the camp.
Sure, she probably grows a ton after episode 53 and shines, but I'm talking early on.

It still wasn't even that. Episode 12 already has her starting to wonder at the end, 21 she does something then five episodes later, then at 39 it hits home.

She questions a few episodes before 21, 14-15 she goes from not camping to camping and getting used to traveling, 21-26 she ties stuff along with the sky battling.

That was literally "Oh you guys camp? I've never done that" and that was it. If there was some good focus on that, then yeah it would have been good development, but she adapted with zero issue.

The vivillion episode? I sure don't remember her doing much in that one.
Minor point given to episode 26 though, but that was more of a set up for later on than really going into her character much outside of jealousy.
As for the sky battling, both her and Ash were pretty sue about that considering neither one had done it before and neither one had any real issue learning something clearly incredibly challenging to learn.

I will definitely concede this one at least, even if it was somewhat based around jealousy about Ash.
The rest feel more like hintings of things to come and just showing off her already known like of fashion and cute rather than really showing her character.

Those are all hintings, fashion and Ash is seriously the only things I can think of when it comes to her as a character still.
She's yet to do anything to make her really shine as a character yet, unlike Bonnie and to a lesser degree Clemont.
