Because pokemon is a game with no mechanical skill aspect, only pure decision making. Aside from extremely sophisticated AI with fuzzy logic that could make guesses and predictions, pokemon's AI would be limited to two absolute states. Hyper simplistic AI like we have now, or absolutely overbearing AI that colludes with the RNG and reads inputs. It's extremelu difficult to make an AI that adequately doesn't fall into one of the two extremes.

They do a little more than that. They will prioritize super effective moves over neutral.

Just give them Battle Maison hax where they know everything you do before they make their own moves.

Gen IV they actually switched out Pokemon sometimes in bad matchups or if health got low

Shame the AI that gen also sometimes at what felt like random did dumb shit like have a Figting type with Fighting type moves spam Thunderpunch on a Normal type, at least when I replayed XY recently the AI always went for the weak point
