For gens 4 and 6, it's because at least one was a gym leader's ace and they never give those Pokémon to Ash. For gen 5, Ash's team obviously only contained Pokémon native in Unova at the time of BW1, meaning no previous gen mons were available. Once BW2 were released and Riolu/Lucario became native to Unova, they promptly gave one to a rival.
