Of which nine beat it because they're legendaries that actually need events like this to be obtainable. Their 'popularity' is almost certainly more forced than anyone else on the chart specifically because people are only voting for them due to events.

Considering that, Lucario did pretty fucking well. In addition to still beating half of the aforementioned, virtually everything that beat him had a perfectly logical reason to do so.
