The point is that it's an exception. You're trying to abide by a set of parameters GF just hasn't broken yet. Whether it would be able to learn Gleam by TM again or not is up to them. AZ's Floette can't evolve since it's an event Floette, and comes with its own stat spread.

If they ever make a Mega Greninja I can't imagine the ability being anything other than Protean, I can't think of anything else that wouldn't be a downgrade.
