Those are it's only weaknesses though whereas Ho-Oh has three weaknesses to common types and isn't even that tanky to begin with. The multiscale also effectively turns these weaknesses into 2x damage if you can manage your health right.

It gives Xerneas a free opening, does fuck-all against P-Don, and only reliably counters Aegislash and Mewtwo-X, checks Mewtwo and Mewtwo-Y that chose poorly for coverage, and can threaten Lugia with Taunt. It isn't bulky enough to wall, even though Oblivion Wing gives it a niche. It sits at a shaky speed tier, meaning it can't outspeed a lot of relevant threats. Weak to both sides of Boltbeam, Pebbles weakness.

Yveltal isn't great in ubers. It isn't terrible, but there is only a very narrow window where its niche comes into play.
Lunaala in ubers might help its case, though.
