More seriously though, it's something that isn't just a real animal with a color change, or a visual pun. Even without the plant, I couldn't tell you what kind of creature it's supposed to be.

Bulbasaur is entirely unique to pokemon, so he's the most pokemon of all pokemon.

No frog has such short and stubby hind legs, or such flat, round feet, or a tongue that obviously doesn't stretch. The only things it has in common with a frog are what sort of looks like warts, the color, and the general posture, but the physiology is all wrong. It looks more like what you'd get if you ask a toddler to draw a small dinosaur.
