It's not about the BST, it's about the distribution. Archeops is purposefully min maxed, just like M-Beedrill would be later. This doesn't make it OP, and it probably would be fine without the ability, but it's disingenuous to say that because it only has 12 more stat points than Arcanine, it's just like Arcanine in terms of power.
