What are some changes GF can make to Pokemon without fundamentally changing the combat in order to encourage building a diverse team during the campaign?
We're going on the 7th generation of core games and yet you can still easily steamroll the entire game if you pick the right starter, using no other Pokemon except HM slaves. Yet in every game GF seems to advocate the notion of building a full team without any real reason for players (especially kids) to do so.
I'd say EXP Share was a step in the right direction since it balances out the difficulty of steamrolling vs building a party, but it doesn't directly address the issue.

that pic looks disturbingly suspicious
That's shit for post game.
At the risk of starting a flamewar, keep the gym typing theme but have Gym Leaders and Trainers use proper competitive Smogon sets including IV's, EV's, Egg Moves, and Hidden Power.
Make it so some scrub with a starter higher than the leader pokemon can't just steamroll through due to higher level. Of course, having the AI properly use the sets will be more difficult than not, but at least it will require some thinking to beat.
You see how dragons usually have a diverse moveset options? Give those possibilities to other pokemon.

This.
Grass pokemon, for example, have an extremely limited mvoesets.Ingame you're generally going to run into 2 kinds of Grass Pokemon, those that use status powders and those that use absorb moves. That's pretty much it.
