I assumed the Kalos protag was from Kanto. Their mother racing Rhyhorns, which are primarily associated with Kanto, being one reason. Granted Rhyhorn riding is apparently a thing in Kalos as well, and presumably other regions.
It also seems more fitting given the levels of Kanto-related pandering throughout the game.
