From a in-universe perspective Kanto is like a rural stagnant area where a power plant was abandoned for years and an old graveyard tower was turned into a radio station, instead of building a proper one. The opposite of modernity and technology.

Back before XY were announced, some people (me included) were hoping the next region would be the patch between Johto/kanto and Sinnoh, and that it would further explore the idea of the Sinjoh ruins
They had even recently built a pokecenter there, similar to all the other regions that were the inspiration of games
It could've been neat, but i think france was a better idea, so i'm fine with being wrong

After the 4th badge I'm now with the problem that non of my 4 team pokemon can learn to surf.

I also can't find any pokemon that would fit in my team to catch since I can only fish goldeen and magicarp with the old route.
