It's literally exactly what you listed as a shitty team. And this is his fucking rematch team.

When was the last time you even played a game with Blue in it? He's not even that awful to the player. He's pretty helpful the whole way, and most of his loses get you a "Haha, good battle!"

He had some of those flaws you listed in the original version, though. Doesn't have a good team ever (mostly due to absurdly shitty movesets even as champion), has 4 pokemon most of the game and only gets more in like the last two times you fight him, has Pidgey and its evolved forms the whole way through, and has zero relevance to the Team Rocket plot, which is arguably the main plot of the game.
