Grass has suffer because of the way the starter triangle needs to interact for it be fair, but Grass would really make sense with a Water immunity.

Waters already almost always have Ice coverage and Grass is just a shitty Type right now.

Upon switch in this pkemon gets healed by 5% per hazard in field (sticky webz, sneaky pebbles, spikes of all kinds).

I'd make it so mold breaker affects it.

Hazard stacking becomes less of a dominant factor in the game

That sounds horrible desu but I have an idea. Say Rocks were on the field then an Ice mon uses incomprehensible icicles the rocks would be removed and replaced with it.

All types would be too much though.

Did your team of 6 charizards get fucked by Stealth Rocks, or why do you think you have to "fix" the meta?
If you build a team that is weak to hazards but don't use a spinner or defogger, then your just shit at teambuilding.
But fine, have fun and remove Rocks. Just don't be that guy who gets mad because Talonflame rapes his team.

As has already been stated, Stealth Rocks isn't really an issue in competitive. You don't even need something capable of removing them unless you have a bad rock weakness or a key mon has a rock weakness(and even then you might not even bother). It's nice to be able to get rid of them, just like it's nice to be able to get rid of status, but neither are mandatory for good teambuilding. It's rare that SR even affects something's viability enough to tip it to not-very-OU-viable. Yanmega is the only one that comes to mind.

No, Volcarona is still good in OU. I believe even OU bye usage. It just faces a lot of competition by Charizard and Talonflame, so you are seeing it on fewer teams now compared to Gen V.

Yeah, it's BL currently, and by no means a terrible Pokemon. But you absolutely have to run something to get rid of hazard.
And Chansey walls it to hell and back. Azumarill, M-Diancie, Lati@s, Hippowdon, Heatran and Talonflame also don't make a Volcarona sweep that easy. Of course you can build a team around it, but it's usually easier and more reliable to just use something else.
