Most of the frustration goes towards the snow since you have to traverse it. It makes a slog of a game even slower.

New York - Seen as something that represents all of the US.
France - Extremely popular tourist destination. So popular, Paris Syndrome was named after them.
Hawaii - Another popular honeymoon and tourist destination for the Japanese. Not only that, but Hawaii saw intense Japanese migration during the early 1900s. Also hosted early Pokemon world championships.

So, if they follow these trends, here are likely future candidates.

Brazil - After the US, saw the most amount of Japanese migration. The Nikkei.
The Netherlands - As the first European powers to come into contact with Japan, the Dutch had a strong influence on Japan during the 1600s.

Pro tip, the actual Hawaiian Hawaiians make up a small, small percentage of the total population of Hawaii. The vast majority is white, east asian, or some mixture of them, especially in positions of political and economic power.

The current bureaucratic, legal, and economic systems of Hawaii are American. It became a state the way every other state has become one: by being its own thing (either one of the original 13 colonies or a territory) and then going through the legal process of statehood approval. Even the culture is largely American modern too. Everything you can do or see on the mainland you can do and see in Hawaii, with some practical changes do to it being in the middle of the fucking ocean.

That's not to say it doesn't obviously display its roots. People fucking love Hawaiian culture (or at least the more convenient parts of it) and will paste it everywhere, but even that's a recent thing. Until about the 90's it was nearly illegal to try and actually DO anything Hawaiian. Of all the states, Hawaii is the most recognizably colonial society, especially given how recent the native government was overthrown (and even at that time, the "native" government had a large percentage of White American politicians). But this doesn't mean it's some how just a foreign nation with the "US State" name tacked on.

Hawaii is quite thoroughly colonized, in both population and spirit. There is an offer on the books to recognize a native Hawaiian government if they ever got one together, like the Federal Government does for other Native American groups, but that wouldn't change anything on a truly islands wide level. Hawaii, as it is now, is American.
