It's because of their colors.
Up until now the starters had really strong red/blue/green palettes to fit their types. Litten is mostly black and Rowlet barely has any green, which explains your feeling.

I think Popplio has more of a starter feeling than the two others. I could easily imagine encountering a Rowlet or a Litten in a forest, but never would I imagine finding a Popplio anywhere. It might have something to do with its circus-performer look though..

These are the worst starters of all time. And I mean in a league of their own. Each one of them is worse than every starter from every other generation. They barely look like pokemon at all also. But regardless look terrible. I guess I'll pick Litten, he's maybe the best looking among them.

No Ninetails eyes are just red but are otherwise just like all the other fully black eyed pokemon like Dragonair, Furret etc etc. Litten is an entirely different design. Popplio just looks terrible. Doesn't matter what he's based on. Also you can make a seel pokemon without it looking terrible. I'm guessing it's the design choices, like making him look simple everywhere else then sticking a clown nose and collar on him I don't know he just looks bad.

I actually agree with this whole heartedly.

I dont think the starters past then were bad designs, but they weren't as ideal as starter pokemon. I've been ruminating on it a lot, and I cant quite put my finger on it, but it feels like Gen 4 onward, the starter designs are less.. all inclusive, so to speak. For instance, pretty much anyone could happily pick 1 or more from Charmander, Bulbasaur or Squirtle. Later gens seem to have larger gaps in who they appeal to.


Again, I dont think the designs of the newer starters are bad in a vaccuum except for Delphox , just that they aren't ideal starters.

flying is my favorite type and i'm super stoked to see bird-starter. Rowlett will look like a white badass bird, the fire starter i have a feeling it's gonna be awesome al long as they make it like a tiger instead of a cat.
