Popplio can't be a monk seal because they are of the family phocidae, also known as true seals, which do not have visible/protruding ears. Popplio is almost certainly based on sea lions, which are of the family otariidae (eared seals). There's also of course the 'lio' part lending it to this. Monk seals and other true seals are also incapable of supporting themselves with their hind flippers, which popplio is shown to be capable of. Sealions and fur seals can rotate their hind flippers forward to aid land movement.
