Probably just do the Hoenn thing, and get boated around until you get Surf in the late game. Surf is a pretty good move for in game play, and would be a bit much to receive so early.

I can see the docks/helipads being badge checkpoints. Like the largest island will have the most gyms and it will decrease until you have all 8. League will be on the smallest island on top of a mountain where Victory Road lies.
