The design leaves a lot to be desired but it's well-drawn, so you're definitely a talented artist.

The body just seems incomplete. It begins from nowhere and ends with a head and claw. It needs to be more coherent.

Part of the issue is A) you gave Charizard the chiness whiskers and B) drawing Charizard in the first place. He's so generic that since you only dree his jead that could be any dragon. A different starter, preferably one that has more noticeability in its design, would show off your art skills more.
As for if you should keep going or if your skills are mediocre, I don't see why I can't say yes to both.
