I'm not familiar with his roles in the other games, as X/Y is the first gen i've played since G/S/C. That said, I really liked him and thought it was a touching little story. How was he "wasted"?

He was in Kalos for literally no reason. He's there only to arrest Xerosic, something that can be done without Looker's help. If he was there the duration of the entirety of XY's story to stop Team Flare, then that'd be okay I guess. But we already stopped their major plans before we even see him. His role in Gen 4 is much better as he's stopping the whole Team Galactic. His charm from the previous games is also shrouded in XY, as this nigga would disguise himself as a rock to capture an admin

She didn't betray anyone. She got a job at Lysandre Cafe to help Looker pay the bills and thought her job was to "put on the suit and go to sleep" when in reality Xerosic was remotely controlling her to commit crimes while she was unconscious
