To Electivire's credit, it does learn a slew of moves that lower the foes speed. such as Bulldoze, Sticky Web, and Low Sweep.
The most low-key buffs GF could do to Electivire, the absolute minimum, is giving it Agility, and possibly, raising its speed by 10.
