Gen 2 does have them though, Spinarak and Ledyba. Being part of a 3 stage line was never a requirement, just like how Swellow is still Hoenn's early bird despite only being a stage 2 line.

Leavanny and Scolipede are a stretch since they are found after the 2nd gym and don't evolve early.

But Hoothoot was Gen 2's early bird, and that thing only evolved once, giving Swellow the green flag.

So far, the only region without a 3 stage bug type line is Gen 2. I mean, Ledyba doesn't even look like a regional bug. It seems to just work in it's own thing as a ladybug Pokemon. It's a fuck ton stronger than all the other regional bugs too, with it's base stats nearly at 300.
