no mate, not Priority brackets, the speed stat affects which pokemon goes first within one priority bracket. this would give one pokemon two speeds within each priority bracket. a speed for when it uses physical moves. and a speed for when it uses special or status moves.

so your in bracket speedfor using earthquake would be different from your speed using ice beam

This would discourage variety in movesets. Mixed attackers are pretty much dead, and aggressive walls will be limited to Sp Attack. I don't like it.

You're retarded. The Speed calculation of two opposing monsters is the same. It's just that your Speed stat is different depending on what kind of move you use. So your Speed might be 310 when using a Special move, but just 180 when using a Physical move.

It would let GameFreak change the speed of special attackers. It would also let them make Pokémon that could have slow-but-strong physical attacks and fast-but-weak special attacks, or vice versa.

But that's pretty much it. Overall, it wouldn't change enough to make GameFreak interested in adding more complexity to their mechanics and have to test out balance changes to the existing 721 Pokémon.
