From my long time experience there the reason /jp/ doesn't like generals is because that people in generals usually seclude themselves from the rest of the community and eventually cannot fit in whenever they go to other threads, oblivious to the board culture. Being weak isn't enough, see Ninetales or Abomasnow for how even the absolute dregs of Pokemon became viable just on account of having permaweather available. You would have to be unbelievably bad before permaweather wasn't enough to make you viable, if that was even possible at all.

Not getting the weather on switch-in is probably a bigger issue though, since half the draw of weather-inducing abilities was the fact that they set weather up a turn faster than by using the move and thus not being vulnerable to being killed first/taunt. If it's possible to take her out before she can set the permaweather up AND is extremely weak (BST<450 I'd say) then I could maybe see permaweather not entirely breaking the game into tiny pieces. Maybe.
