How new are you? Pokédex says that Mew is the ancestor of all the existent Pokémon (until Arceus came and screw it) so it's natural that it have a big movepool. Also as the first Mythical Legendary (Event-only Pokémon) its gimmick was that it could learn every TMs since Gen Wun.

I really want to know, what if someone were to hack a TM, say... Lucario can't learn the TM Dragon claw
if you were to change that move to something Lucario actually learns.... would it still think it's Dragon claw and therefore not let you learn that move? and the same vice versa, Lucario can learn Shadow Ball TM, but can't learn blast burn, change Shadow Ball with Blast burn, would it be able to learn?

I really want it to have it, because it's such a nice Pokémon to use while chaining with Dexnav or similar activities.

Use Pay-Day to collect money for Super Repels, use Pickup to get items, sometimes Leftovers if you're lucky, use Exp.Share to level up things you want to evolve. All I want for it is to learn False Swipe so I can catch the Pokémon with a sort of fail-proof.
