It's not busy because none of the elements clash or overpower each other. They're all distinct and cohesive. They all extend from the theme of internal pressure exploding out, forming the mineral rings (like bismuth), the crystals, and the metal shards that broke off, which now orbit its gravitational pull. The crystals are in the same places as its base form spikes. And the shovel chin is just an extension of its base form chin.

Those aren't floating crystals. They're metal flakes.

The evolution to Steelix was one of refinement and compression through underground pressure. It's Pokédex entry even says, "Its body has been compressed deep under the ground. As a result, it is even harder than a diamond."

Now, when minerals are subjected to intense pressure and heat (both found everywhere deep enough underground, they typically form crystals.

Part of becoming a mega is this intense explosion of energy and rapid evolution. The crystaline portions underneath it's steel coating formed and rapidly grew, causing the coating to explode out, and due to many steel types having some relation to magnetism (the earth is a big fucking magnet btw, it's not just electric/steel types. There are numerous naturally occurring magnetic minerals), the flakes caught in a magnetic field around it.

Mega Sharpedo's entire theme is a submarine or battleship. Look closely at its silhouette.
The teeth on its snout are a sub's missile bays.
The stripes on its snout are just one additional X, forming an A for aqua (like Camerupt's M). The added stripes, from the front, form a targeting reticle, like a ship's periscope. Even the chin stripe is specifically shaped so that the X's extend into it to form two circles.
And on the organic side, the stripes evoke tiger sharks while the spikes evoke sawtooth sharks. Megas often regain features from their pre-evo, and Sharpedo regains Carvanha's fleshy teeth because its normal teeth migrated to its snout. The mouth tendon reinforces that, and also evokes a rubberband snapping its jaw shut, for a stronger bite.

There is method to all of these things. Of course they also exist for aesthetics like you said, like breaking up colors etc. Yes, you personally may not like them for purely aesthetic reasons, but changing them means you are just catering to your own subjective tastes while also removing their thematic purpose.

I honestly really hate Mega Gengar and don't really get why people seem to like it so much. The weird blobby arms just look strange as fuck, and not in a good/interesting way. Sceptile's leaf blades are less-leaf like because they became as hard as tree bark. Ever noticed that Sceptile's upper body is similar to a tree branch(even it's chest has a crack pattern) while the lower end with the tail only has the leaves? Its like a tree branch that uses the leaves as a substitute of a geckos tail. The mega enhances this with it's tail actually becoming a miniature tree.
