Ledian is her name. When Gen 2 was first coming out, Ledyba was in Pokemon 2000, and I got Ledian as one of my first Neo Genesis cards. Smogon would do a lot of balance changes around their own personal interest. It's not surprising that a lot of decent Pokémon that aren't weak to Stealth Rocks got screwed over by that.

Not saying that they're all pieces of shit, but it's undeniable if you take in consideration that their bans usually have "overcentralization of meta" in mind and stuff like Talonflame still is running around on OU.

I feel like you'll always have a metagame be dominated by like twenty Pokemon even with the best efforts but they should at least not do stuff like blatantly make a ton of fully evolved Pokemon really bad on purpose.

It should ideally get to the point where, while the metagame has a select few Mons that show up very often, you ought to be able to make almost everything work in some kind of team, somehow. This could never happen, but it's possible, I think.

I used to pull off some pretty cool shit with him on battle spot under trick room since water spout + that crazy coverage fucks up kids not prepared for it, but obviously TR isn't great against competitant players.

This thing can't take a hit to save its life, it's outclassed as a fighting and dark type, it's too slow to sweep, too fast to take advantage of TR, it can barely even 2HKO with stealth rock support, its signature move is better suited on other pokemon, and only barafags will probably remember it in the long run.

Its abilities and moves are great, its just got shit stats. It stats are built like a specially-oriented glass-cannon, a rare build for Grass types and one you wouldn't expect from its design. But its just total ass.

Would a Grass/Fire Mega improve it? Maybe if its base form got Drought, then its Mega could get Chlorophyll or Solar Power to work from immediately.
Boost its defences and Speed, lower its Attack, give it some fire moves, boom.
