In the 8 months Perfect Zygarde has existed, not once have they referred to it as "100% Forme". Not even once. They've stated that it's a fusion of 100% of all Zygarde Cells and however many Zygarde Cores there might be, but they've avoided calling it anything else but "Perfect" for as long as it has existed.

The anime also does not confirm that there's only 2 Cores. The only statement that has been made on the number of Cores has been Team Flare saying they've only currently discovered 2 of however many there might be.

The very first teaser shown at the end of the Hoopa movie showed Perfect Zygarde before it was even officially revealed. Then Zygarde in every form became the focus of the main anime, and the movie was announced to be about Volcanion. Perfect Zygarde seemed set to appear in the climax of the anime, then Magearna and Puni-chan (the red core of Zygarde) were announced for the movie and in the first batch of promotional info + trailer we saw the 10% form would also be present. Perfect Zygarde however hadn't been seen or mentioned in regards to the movie ever since that very first teaser until today, and it was widely assumed due to how the form works and the current anime happenings that it would be impossible for the red core to go beyond 50% (since the blue core it needs to presumably fuse with to go Perfect has been captured by Team Flare).
