I don't think Brock would have one, but Roark probably would since it looks like something he'd find in the underground.
Talonflame would probably be used by Falkner to fulfill his bird boner, but I don't see Flannery mianing one. Maybe Winona.

I can sort of see Blaine raising/maining Pyroar. Seems to fit along with his fire mammals like arcanine, rapidash, Ninetales

Clair would definitely pair up her Kingdra with a Dragalge.

Morty would probably have a Trevenant or a Doublade/Aegislash

Helioptile was made for Volkner.

Not a gym leader but Shauntal would love Gourgeist, and Marshal might like Pangoro. Iris also seems like the bubbly dragon-type trainer to like Goodra

Chestnaught and Gogoat look like the kind of thing Gardenia would like.

I could see Baine training a Pyroar sine he likes Arcanine and they're both all regal-looking.

Falkner would love Talonflame because regional bird that's actually good.

Pangoro looks right up Brawly's alley.

Koga or Janine would probably love a camouflaged venom dragon, so Dragalge is definitely their thing.

Roark loves fossils, so I'll guess Amaura for him since he already has a Canidos, and that's got pretty similar stats to Tyrunt.

Fantina would certainly make sense with a Gourgeist, probably small size since she generally goes for faster pokemon.

Wattson would like Heliolisk, it's solar powered and he does power plant stuff.

Pryce and Brycen would both make sense with an Avalugg.

Gardenia is a Grass-type Gym Leader whose afraid of ghosts, so it'd be cool to see her with a Trevenant or Gourgeist.

I agree with a lot of what's already posted, with a few additions and changes. If a Mega gets listed twice it's either because I can't decide or a secondary choice

Flabebe and Floette are one thing, but Florges has literally become one with its flower. Fix that, if anything.

The flower isn't part of it's body, dumbass. All grass types have plants or fungi incorporated into their bodies.

How hard is that to understand?
